Unknown Title is a portrait by the Russian artist Victor Stember.
No information is available regarding this painting. It is very similar to #173 however. It is the same cat and there is a similarity to the little girl also but #173 is the artists daughter Ksenia who died a couple years later, when she was 5, of diphtheria. She is identified in #173 as his daughter so it seems reasonable to also identify this little girl if she were also Ksenia.
